Today the departments of Human Services and Aging released a Request for Proposals (RFP) for Community HealthChoices (CHC). CHC is Governor Wolf’s plan to increase opportunities for older Pennsylvanians and individuals with physical disabilities to remain in their homes, while providing coordinated health care for more than 420,000 Pennsylvanians.
CHC is a new initiative that will provide managed long-term services and supports (LTSS) to older persons, persons with physical disabilities, and physical health coverage to Pennsylvanians who are dually eligible for Medicare and Medicaid.
The goals of CHC are to:
• Enhance opportunities for community-based services;
• Strengthen health care and LTSS delivery systems;
• Allow for new innovations;
• Promote the health, safety, and well-being of enrolled participants; and
• Ensure transparency, accountability, effectiveness, and efficiency of the program.
Public input sessions were held in communities across the commonwealth, monthly Third Thursday informational webinars are held, subcommittees were created, and opportunities are consistently available for stakeholders to share with state leaders their suggestions and concerns. The purpose of each effort is to ensure that any current or future consumer of services, caregivers, professional service providers, and other citizens concerned about the development and implementation of this initiative could provide input. All questions, concerns, and suggestions were heard, and many have been incorporated into the RFP released today.
The official release of the RFP is the first step in the procurement process for the selection of managed care organizations (MCOs). The commonwealth plans to coordinate health and LTSS through MCOs. Participants will have a choice of two to five MCOs in each region. We believe in participant choice and independence and are committed to ensuring a smooth transition as CHC is implemented.
