GO-TIME, Department of Human Services Launch Electronic Portal for Faster, More Efficient Provider Enrollment
Improvement in process will lead to more choices for Medicaid recipients

Harrisburg, PA - Governor Wolf's Office of Transformation, Innovation, Management, and Efficiency (GO-TIME) and the Department of Human Services (DHS) have launched an electronic provider enrollment application, improving customer service for health care providers in Pennsylvania's Medical Assistance (MA) program.

"Since we launched GO-TIME last year, state agencies and employees have continued to develop new and exciting ways to make Pennsylvania's government work more efficiently," said Governor Wolf. "I'm thrilled to announce this next success in my administration's efforts to maximize efficiency, modernize state government operations, and provide the highest quality services to Pennsylvanians."

"The new electronic application will further reduce processing time for Pennsylvania health care providers," said DHS Secretary Ted Dallas. "The change will make it easier for providers to participate in the Medicaid program and will ultimately lead to more choices and access for Medicaid enrollees and their families."

The electronic portal will automate enrollment and allow MA providers to complete new applications and submit federally mandated revalidation and reactivations through a secure online portal. Other key improvements include:

*        Allowing documents that previously had to be mailed or faxed to be uploaded directly to the portal;

*        Permitting providers see the status of their submission; and

*        Decreasing DHS' time to review applications.

New practitioners and providers need to be enrolled in the MA program before they can deliver services to recipients. The portal allows providers to enroll timely, increasing access to health care services for MA recipients.

"We've reduced the amount of time that it takes for DHS to process an application from 162 days in March 2015 to the current average of 33.5 days," said Dallas. "The launch of the electronic portal will allow us to build on the progress we've made since March and further reduce the amount of time it takes to process an application."

Through GO-TIME, state agencies are working to increase efficiency, improve service, and generate savings through inter-agency collaboration, external partnerships, and citizen engagement. These efforts are expected to generate up to $150 million in savings in the current fiscal year.

Editor's Note: The Office of Developmental Programs (ODP) Adult Autism providers are able to use the portal, however the rest of the ODP programs as well as the following provider types will initially be unable to use the portal to apply, revalidate or reactivate as MA providers:

35 - Public Schools

41 - Adult Day Care

Note: The mandatory compliance date for the implementation of ICD-10 code was October 1, 2015. Claims with dates of service on or after October 1, 2015 must be billed with a valid ICD-10 diagnosis code. Claims with dates of service prior to October 1, 2015 must be billed with a valid ICD-9 code.
